海河流域西以山西高原与黄河流域接界，北以内蒙古高原与内陆河流域为邻，南界黄河，东临渤海，总面积32.06万平方千米。海河流域包含海河、滦河、徒骇马颊河三大水系，其中海河水系由漳卫河、子牙河、大清河、永定河、潮白河、北运河和蓟运河构成，呈扇形分布。海河流域暴雨中心多集中在太行山、燕山迎风坡，是中国降雨强度最大的暴雨区。全年降雨的80%集中在6～9月，且大多集中在7月下旬到8月上旬的一场或几场暴雨。海河流域洪水与暴雨发生的时间基本相同，大多集中在7月下旬至8月上旬。流域洪水具有年内分布不均、年际变化大，预见期短、突发性强，洪峰高、洪量集中等特点。
