以食盐为原料，用电解法生产烧碱（氢氧化钠）、氯气、氢气（氧阴极法不产生氢气）及其衍生系列产品（如盐酸、次氯酸钠、聚氯乙烯、甲烷氯化物、环氧氯丙烷等）的基础化学工业。自19世纪末以来，至今已有120余年的历史。氯与烧碱都是重要的基础化工原料，广泛用于化工、冶金、造纸、纺织、石油等工业，以及用于漂白、杀菌、饮水消毒。氯碱工业在国民经济和国防建设中占有重要的地位。
