针对被服务对象到达时间，以及对其进行服务的时间进行统计研究，通过获得的性能指标研究出与服务相关的统计规律，如等待时间、排队长度、忙期等统计规律，然后根据得到的这些统计规律来改进服务系统的组织结构，使得服务系统既能满足服务对象的需要，又能使服务系统所关心的某些性能指标最优，如最小化服务系统的运行成本或者最小化被服务对象的等待时间等的系统。又称随机服务系统。
