在国家整体与部分的关系及中央和地方之间的权力配置中，在单一制的基础上，在部分地区的部分管理权限设置上整合复合制的一些因素的国家结构形式。在中国，即国家结构形式主体是单一制，但是民族区域自治和“一国两制”下的特别行政区的设立，增加了中国国家结构形式的复合制特征。
