2000年以来，中国公安部、建设部为提高全国城市道路交通管理水平而开展的一项重要工作。其目的主要是为了改善城市道路交通基础设施和管理设施、有效缓解道路交通拥堵及减少交通事故、提高城市道路交通管理水平，完善城市道路交通网络整体功能，推动交通管理工作新机制、新思路、新方式的形成，最大限度地保证城市道路的安全与畅通。
