二战后美国等23个国家签署的世界上第一个以贸易自由化和公平贸易为基础，规范国际贸易的临时性国际多边贸易协定。其宗旨是通过削减关税和其他贸易壁垒，消除国际贸易中的差别待遇，促进国际贸易自由化，以充分利用世界资源，扩大商品的生产与流通。简称关贸总协定。协定于1948年1月1日起生效，1995年1月1日为世界贸易组织所取代。
