一种油包水型乳状液。分为动物性奶油和植物性奶油。动物性奶油指以乳和（或）稀奶油（经发酵或不发酵）为原料，添加或不添加其他原料、食品添加剂和营养强化剂，经加工制成的脂肪含量不小于80.0%的产品。植物性奶油指以植物油为原料，加入水、盐、奶粉等经加工制成的产品。
