在各种粉碎或原来松散的土、碎（砾）石、工业废渣中，掺入一定数量的无机结合料（如水泥、石灰等）及水，或掺入土壤固化剂，经拌和得到的混合料。这类稳定混合料经过摊铺、压实及养护后，可形成具有一定强度和稳定性的板体结构，当其抗压强度和使用性能符合设计要求时，可以用作道路路面结构的基层、底基层或垫层。
