经营者发现其向消费者提供的产品（商品和服务）存在缺陷，有危及人身、财产安全危险时，依法向有关政府主管部门报告并告知消费者，设法从市场上、消费者手中收回缺陷产品，并采取停止销售、警示、召回、无害化处理、销毁、停止生产或服务等措施，以控制、消除缺陷产品可能导致损害的制度。
