在一定长度的服务周期内，管理由一定数量的运输车辆所组成的车队，对其进行合理调配，在满足一定的条件下（如车辆的型号要求、运输任务的类型要求、运输任务的时间要求、运输任务的产生是确定的还是随机的等），完成运输网络中各时段各节点处的运输任务，从而达到效益最大化的目标。车队管理工作的实质就是完成服务周期内各时段的车辆调配。
