一个国家以国际市场需求为目标，采取各种政策措施扩大出口，通过增加出口拉动本国经济增长的发展战略。对发展中国家而言，在实施出口导向工业化过程中，一般伴随有用轻工业产品逐步替代初级产品出口，用重、化工业产品逐步替代轻工业产品出口等发展规律。又称出口替代工业化、出口导向等。
